Parking permits - conditions
Who is entitled to receive a parking permit due to a functional impairment?- Someone who has a serious functional impairment and has pronounced difficulty in walking. In other words, a person who has problems in moving to and from a parking space within reasonable walking distance may be entitled to a parking permit.
- A person with reduced mobility who is not a driver can only receive a perking permit in exceptional circumstances and on special grounds, for example if the person concerned requires the driver`s assistance on a regular basis for movements outside the vehicle.
Examples of normal practice
- Assessment of the impairment concerned is based on walking ability. If the impairment is the result of an illness or phobia which has an indirect impact on walking ability, a medical certificate from a specialist is normally required.
- Parking permits apply for a maximum of three years.
- Parking permits are not granted for temporary functional impairments, since it is assumed that parking problems can be solved in some other manner.
- Difficulty in walking does not necessarily constitute sufficient grounds for granting a parking permit.
- A parking permit is not normally granted to a person who is blind, but whose mobility is not impaired in any other way.
- Parking permits are not granted purely on the grounds of stomach or intestinal problems that may involve the need to have rapid access to a toilet.
- Difficulties in entering or leaving a vehicle do not necessarily constitute sufficient grounds for a parking permit.
