The decision-making process
Submitting
When it is submitted, the motion is registered, stamped with the date of receipt and allotted a registration number. This registration number makes it easier for citizens to see which matters have been registered, and it simplifies searches for documents.
Preparation of documents
The next step involves the preparation of documentation on which a decision can be based. This is done by employees of municipal administrations with the necessary expertise, taking into account, for example, the relevant legislation, official reports and union rules. Municipal officials prepare a proposal for a decision, and sometimes the proposal is referred to other municipal committees for their views.
Prior to a decision
The proposal is then discussed by the Municipal Executive Board´s executive committee, prior to a decision by the Board. Representatives of the various political parties in the executive committee move for rejection or approval of the proposal.
Subsequently, the motion is considered by the Executive Board, and representatives of the various political parties argue the case in a somewhat wider forum.
Decision
The motion is finally discussed by the Municipal Council, including a debate on the contents and purpose of the motion, prior to a vote. In this case, if the motion is approved, the Social Services Administration will be assigned to implement a keep-fit programme for two hours a week for employees in elderly-care services.
